Pet Insurance...?

A friend of mine told me yesterday about her recent trip to the vet...

She took her dog in to the vet to have her teeth cleaned. (I've had dogs all my life and have never heard of this before.) She was told it would cost $196.00. (YIKES) The vet called and said they needed to pull 2 teeth that were bad, so, not knowing any better, she said okay. When she picked the dog up, the bill was $421.00!!!!. (YIKES! YIKES! YIKES!).
Anyway, I got to wondering....you know how people doctors and hospitals "reward" those with health insurance by charging them less? This practice seems blatantly unfair to me. Anyway, do you suppose, with the increased popularity of pet health insurance, that vets are now getting in on the "gouging" action?
